trained cadets have been the chief factor in bringing to a

successful issue the two recent Cantonese campaigns, against

Waichow and Swatow and against the Yunnanese in Canton, and

it is certain that the Russians are training and equipping

an already formidable fighting force which may soon develop

into an army able to menace the whole of China. If the

Chinese find themselves unable to suppress this movement,

it is impossible to foretelà what may happen but I fear

that there is no doubt that the interests both of this

Colony and of Great Britain in the Far East will be sriously

endangered!
